소방정책세미나

소방정책의 과정인 의제설정에서부터 정책결정 정책집행 정책분석 및 평가 등의 내용을 다룬다 소방정책과정에서의 주요 행위자 소방정책 환경 합리적 정책결정을 위한 이론과 분석기법 등을 다루면서 최근 중요시 되고 있는 지역사회 및 시민참여 등에 관한 이 론과 실제 등도 심도 있게 논의한다

This course covers from agenda-setting, which is part of the fire policy establishment, to policy decision, enforcement, analysis and evaluation. It deals with the major players in the fire policy establishment process, fire policy conditions and theories and analysis techniques for rational policy-making process, and discusses the theories and actual status of the community and public participa- tion, which has been emphasized recently, in depth.

소방행정철학Administration

소방행정이 추구하는 행정의 본질과 소방행정이 실현하고자 하는 근본 목적 바람직한 가치의 구체적인 내용과 이들 가치들이 소방 행정과정에 어떻게 적용이 되는지 등을 연구함으로써 소방행정현상을 거시적 맥락에서 비판적으로 바라볼 수 있는 안목을 형성한다 Students gain a critical view and insight of fire administration in a macroscopic context by learning the specific details of the es- sence, fundamental objectives and desired values of Fire Service Administration and study how these values are applied in the Fire Service Administration process.

소방행정학세미나Administration

소방행정은 일반 행정과 비교할 때 여러 가지 특징을 가진 학문이다 소방행정에 관한 최근에 새롭게 제기되고 있는 여러 가지 이론 들을 분석하고 소방행정이 지향하는 목적과 그 목적을 실현하기 위한 행정관리의 주요 내용의 기능과 과정을 분석하고 소방조직의 동태화 바람직한 조직모형 등을 소개한다

Fire Service Administration is an academic discipline with various characteristics compared to the general administration. In this program, students will analyze several theories that have been newly proposed in regard to Fire Service Administration well as the objectives of Fire Service Administration and the major functions and processes of administrative management implemented to achieve the objectives. This course also introduces the movement of the Fire Fighting organizations and the desirable organization model.

소방학세미나 Seminar of Fire Administration

소방학의 전반적인 내용을 바탕으로 하여소방학의 새로운 이론의 적용과 소방학의 당면문제 및 발전방향등에대하여 사례중심으로 심도 있는 연구를 한다

Based on the overall content of Fire Fighting, in-depth research is conducted on the application of new theories and the current issues and direction of development of Fire Fighting.

소방인사행정연구 Study of Fire Personnel Administration

조직의목표달성을 위해서는인적물적 자원이필요하고그 중 가장 중요한자원이사람이다 소방행정의 특수성을고려하여인원 을 채용하고 전문성 적성등을고려하여 적재적소에 배치시키며 교육훈련 등을통하여 능력을 개발하여 효율적으로 관리하는 활 동 등의 내용을 이해한다

Human and materialistic resources are required to achieve the goals of an organization, and human resources are of the utmost importance. Through this course, students will understand that there are various processes involved in the utilization of such human resources: recruitment takes place in consideration of the uniqueness of Fire Service Administration each employee is dispatched to appropriate places, considering his or her expertise and aptitude and their capabilities are further developed through education and training for efficient management of human resources.

소방조직특론 Advanced Fire Organization Theory

소방행정은 효율적으로 목표를 실현하기 위하여 관료제 형태의 조직체계를 구성한다 따라서 관료제에 대한 기본적인 내용 소방행 정조직의 체계 특징 조직관리내용 조직문화와 조직구성원의 형태 리더십 등 소방조직관리 전반의 내용을 다룬다

For Fire Service Administration, a bureaucratic organization system is implemented to achieve the goals efficiently. Thurs, the details of the management of fire service organizations such as the basic details of bureaucracy as well as the system, characteristics, man- agement and culture of Fire Service Administration organizations, types of organization members, leadership, etc.

위기관리정책론 Crisis Management Policy

현대 위험사회에서 나타나고 있는 제반 위기들을 파악하고 이해하며 이에 대한 관리상의 문제들을 이해하고 극복하는 방안들을 이 론적실천적 측면에서 다룬다 이를 위해 먼저 재난의 속성과 내용 정책대상으로서의 재난영역을 살펴보고 이를 바탕으로 재난관 리정책의 구성단계인 예방 대비 대응 복구 단계를 중심으로 각각의 단계에서 나타나는 개념과 변수들을 살펴보고자 한다

Students will identify and understand the crises that arise in the modern risk society, understand the issues from the management perspective and determine the measures to overcome the problems in the theoretical and practical aspects. For this purpose, the characteristics and details of disasters and disasters targeted in policies are reviewed, based on which the concepts and variables that appear in the prevention, preparation, response and restoration processes of the disaster prevention policy are evaluated.

재난관리세미나 Seminar of Disaster Management

오늘날 인류는 각종 재난에 지속적으로 직면하고 있다 재난관리의 이론 재난유형별 대응 재난관리의 재정 및 보강 등이 실제 재난 상황에서 이루어지는 절차과정 등에 대한 연구와 국가 재난관리 체계의 발전 발향 등에 대하여 연구한다

Today, mankind is continuously facing various disasters. In this program, students will study the application of theories of disaster prevention, different responses according to the disaster type, revisions and supplementations to fire prevention policies, etc., in the processes that are implemented during actual disaster situations as well as the direction of development of the national disaster prevention system.

안전관리특론 Advanced Safety Management

사고 예방을 위한 많은 활동은 법적 요구의 충족은 물론 작업자들에대한 인간적 이해에 근거한 동기유발과과학적 기법의 적용에 의해 가능해진다 안전관리 활동에 필요한 법적 체계와 성공적인 안전관리 활동에 필요한 관계법규 관리조직 인간의 불안전행동 위험요인 제거 방법론 등에 대하여 연구한다

Numerous activities involved in accident prevention must satisfy the requirements of the law and are made possible through mo- tivation of workers and application of scientific techniques. Students will study the legal system required for safety management activities, relevant laws and regulations required for successful safety management activities, management organizations, unsafe activities of humans and methodology for removal of risk factors, etc.

비교소방론 Theory of Comparative Service

소방행정의 일반성과 특수성에 대하여 학습하고 미국 일본 독일 영국 등 선진국의 소방행정체제와 우리나라의 소방행정체제 등을

비교 및 연구한다 이러한 비교분석을 바탕으로 소방행정의 문제점과 미래 발전 방향 등에 대하여 심도 있는 연구를 한다

Students will learn about the general and special characteristics of fire service administration, and compare the fire service ad- ministration system of Korea with those of advanced countries such as the U.S., Japan, Germany, and the U.K, etc. Based on this comparative analysis, students will engage in in-depth research in regard to the problems of fire service administration and direction of future development.

전기화재특론Advanced Electric Fire

산업사회의 발전으로 전기로 인한 화재 위험성이 증대되고 있어 전문적인 전기화재의 해석 및 분석 감정 또는 감식 예방과 대책을 연구한다

Students will investigate the techniques of professional interpretation and analysis, appraisal or identification of and prevention and measures against electrical fires, in response to the increased risk of electrical fires with the advancement into industrialized society.

안전성평가특론Advanced Safety Assessment

산업현장에서의 산업활동에 따른제반위험성에 대한개요와 동 위험성의 사전평가를 위한방법과 해석및 실시사항에 대한이 론적 지식을 습득하고 이해한다

Students will gain an understanding of the information on the general risks related to industrial activities in industrial sites and the theoretical aspects of interpretation and matters for implementation for prior assessment of such risks.

소방약제화학특론Advanced Science of Fire Extinguishing Agents

화재의 성장과 확산을 막고 연소를 저지하기 위해 사용되는 소화약제의 물리화학적 특성 및 소화효과 등에 대한 기초내용을 학습한 다 소화약제로서 갖추어야할 성능과 평가방법 저장 및 점검방법과 취급상의 주의할 점 등과 아울러 최근 새로이 사용되고 있는 청 정소화약제의 특성과 대처방법 등에 대해서도 심도 있게 논의한다 Students are taught the basic details regarding the physical and chemical properties and effects of fire extinguishing agents used to prevent the progress and spread of fires and suppress com- bustion. Students will engage in in-depth discussions regarding fire extinguishing agents with respect to its required performance, evaluation method, storage and inspection method and precautions as well as the characteristics and response measures regarding clean fire extinguishing agents that are newly being utilized.

화재조사및감식 Theory and Investigation for Fire Disaster

화재조사와 감식에 대한 제 이론과 화재조사와 관련된 각종 법률의 연구 화재현장 감식 사례 연구 등을 심도 있게 연구한다 Students engage in in-depth research regarding the theories on fire investigation and identification and various laws associated with fire investigation and perform case studies of fire identification.

화재사례분석론 Case Study Analysis for Fire

국내외의 주요 화재에 대하여 화재원인 화재의 진행과정 화재에 대한 대처 및 진압과정 진화 후의 처리와 법적 문제 등에 관하여 연구한다

Students study the cause, progress, response and suppression of fires and the handling processes after fire suppression and legal issues related to major domestic and overseas fires.

전기안전공학특론 Advanced Electric Safety Engineering

전기안전의 필요성과 중요성이 증가되고 있는 현실에서 전기재해 예방을 위하여 인체의 전기현상 위험 기계기구의 안전장치 감 전 누전 전기방폭 등 전기안전 기술 분야의 이론적 및 실무적 분야에 대한 학문적 이해를 학습하고 실용적이고 전문적인 기술내용 을 연구한다

In response to the increasing need and importance of electrical safety, students will gain an understanding of the theoretical and practical aspects of electrical safety technologies with respect to the safety devices, electric shock, short circuit and prevention of electrical explosion of machines and equipment with a purpose to prevent electrical disasters, and study the practical and specialized technologies.

화재학특론Advanced Fire Science

화재에서 화재로 전개되고 소멸해가는 과정에서 일어나는 현상을 공학적으로 해석하여 소방공학에 적용할 수 있는 능력을 갖도록 한다 즉 화재와 연소를 과학적으로 분석하며 화재를 확대시키는 열전달 현상과 화재의 착화과정 확대성장과정에서 일어나는 열 및 유체역학적인 이해를 돕는다

Students gain the ability to interpret the phenomena related to the ignition, progress and extinguishing of fires from the engineer- ing perspective for application to fire engineering. In other words, students will be able to conduct a scientific analysis of fires and combustion, and gain an understanding of the heat transfer effect that facilitates the spread of fire as well as the thermal and fluid dynamic processes occurring during fire ignition, growth and expansion processes.

소방관련법특론 Advanced Fire Protection Code

소방기본법소방시설설치유지및 안전관리에관한 법령 소방시설공사업법령위험물안전관리법령재난관리법등에 관하여 각 법 률에 대한 심층연구와 타 법령과의 관계 등에 대하여 연구한다

Students will study the Framework Act on Fire Services, Installation, Maintenance &Safety Management of Fire-Fighting System Act, Fire-fighting System Installation Business Act, Safety Control of Dangerous Substances Act, Disaster Management Act, etc, and their relation to other laws.

소방행정법세미나 Seminar of Adminstration Law of Fire Service

행정법의 기본 내용들을 바탕으로 하여 소방행정 관련법을 설명하고 배운다 소방업무도 행정행위의 한 유형에 속하므로 이에 대한 행정법적 해석과 내용을 사례연구 중심으로 논의하고 학습한다

Act on Fire Administration is explained and taught based on the basic details of the Administration Law. Because fire service is a type of an administrative act, its interpretation and description with respect to the Administration Law are discussed and learned, while focusing on case studies.

소방행정실무세미나Practice of Fire Service Administration Seminar

소방조직의 사무관리 전반에 대해 학습한다 즉 사무 관리의 개요 문서관리 정책실명제 관인관리 보고사무 협조사무 서식관리 업 무편람 사무자동화 행정사무개선 등에 대해 다룬다

Students will learn about the general office work of fire service organization, i.e., an overview of office work, document management, policy real-name system, administrative officer management, reported work, collaborative work, document form management, au- tomated office work, improvement of administrative work, etc.

방폭공학특론Advanced Explosion Protection Engineering

폭발재해의 위험으로 인명을 보호하기 위해 폭발한계 발화원 등 폭발현상에 대한 과학적인 이해가 필요하며 폭발시 압력상승속도 폭굉현상 폭풍효과 등 폭발에 대한 지식을 습득하여 효율적인 예방과 방호기술을 연구한다

There is a need for a scientific understanding of explosions such as the explosive limit and source of ignition to protect human lives from explosion disasters. Students will gain knowledge in regard to explosions such as the increasing pressure rate after an explosion, detonation phenomenon, storm effect, etc., to study the efficient prevention and protection techniques.

재해사고분석특론 Advanced Accident Analysis

산업체에서 발생하는 사고 및 재해 사항에 대한 이해와 사고 및 재해 발생경과와 이의 원인 규명에 관한 지식을 습득한다 그리고 재 해사례 해서기법 재해사고 조사방법 및 사례연구 등에 관한 지식을 연구한다

Students will gain an understanding of industrial accidents and disasters and knowledge to identify the process and cause of the accident and/or disaster. Also, they will study the disaster interpretation techniques, disaster and accident investigative techniques and case studies.

위험물시설연구 Study of Hazardous Material Facilities

위험물제조소의 개념과 위험물질시설의 설치기준을 이해하고 위험물제조소 등에 설치하는 소방시설의 구조 원리와 기준을 이해하 며 위험물의 저장취급운반 기준 그리고 위험물안전관리법의 체계까지 이해하도록 학습한다

Students will gain an understanding of the concept of manufacturing facilities of hazardous materials, installation criteria for facil- ities handling hazardous materials and the principles and standards of fire-fighting equipment installed in manufacturing facilities of hazardous materials. Also, they will learn the criteria for storage, handling and transport of hazardous materials and the Safety Control of Dangerous Substances Act.

긴급구조특론Advanced Theory of Rescue

출동에서부터 귀서까지의 단계별 구조 활동 내용을 이해하고 구조장비의 용도와 작동법을 익히고 상황에 따른 구조 기법을 이해 하고 익히도록 한다

Students will gain an understanding of the step-by-step rescue activities from dispatch to fire station, and understand and famil- iarize themselves with the purpose and operation methods of rescue equipment and the rescue techniques for different emergency situations.

화재진압특론 Advanced Fire Suppression

화재에 대한 기본적인 이해를 바탕으로 화재진압을 위한 출동에서부터 귀서까지의 단계별 화재진압활동을 이해하고 환경과 상황에 따른 진압방법과 소방전술을 익히고 경방계획과 화재방어 검토회의 등 진압행정에 대해서도 학습한다

Students will gain an understanding of the step-by-step fire extinguishing activities from dispatch to fire station based on the basic understanding of fire. They will familiarize themselves with the different fire extinguishing methods and techniques depending on the circumstances and surrounding environment of the fire, and learn about fire suppression administration such as defense plan- ning and fire defense review meetings, etc.

소방지휘특론Advanced Fire Incident Command

리더십의 기초이론을 설명하고 이러한 리더십 이론을 가지고 소방현장 지휘자의 리더십 사용전략 기법 등을 폭넓게 다룬다 또한 효 율적인 소방현장 지휘체계와 관련된 다양한 이론과 전략 등에 대해 논의를 진행한다

Based on the basic theories on leadership are explained, the strategies and techniques with which the leaders on the scene of fire can command leadership. Also, students will discuss various theories and strategies related to the efficient system of command on the scene of fire.

소방사범처리특론 Advanced Investigation of Fire Crime

소방검사의 의의와 근거 소방대상물의 개념을 이해하고 대상물과 시설에 따른 검사방법을 익히고 그 결과에 대한 행정 처리까지 에 대한 전반적인 내용을 학습한다

Students will learn the significance and basis of inspection for fire prevention and understand the concept of targets subject to the inspection. Students will learn the inspection methods for the targets and facilities as well as the administrative processing of the results of the inspection.

소방검사특론 Advanced Fire Inspection

소방 및 소방행정과 관련된 제반 소방관계법령을 어긴 소방사범에 대한 적발 및 조치 등과 관련한 법적 내용을 자세하게 다룬다 Legal issues related to the discovery of and measures taken against the violations of laws and regulations related to fire fighting and fire service administration.

응급처치특론 Advanced Theory of Fire Aid

소방조직의 사무관리 전반에 대해 학습한다 즉 사무 관리의 개요 문서관리 정책실명제 관인관리 보고사무 협조사무 서식관리 업 무편람 사무자동화 행정사무개선 등에 대해 다룬다

Students will learn about the general office work of fire service organizations, i.e., an overview of office work, document manage- ment, policy real-name system, administrative officer management, reported work, collaborative work, document form manage- ment, automated office work, improvement of administrative work, etc.

소방재정세미나

소방예산은 소방조직의 유지 및 발전에 가장 중요한 수단이자 원동력이다 어느 조직이나 조직의 목적달성을 위하여 예산의 확보 및 관리는 조직 활동의 성패를 좌우하기도 한다 소방행정도 정부예산을 배정받아 운영하게 되는데 예산에 대한 본질 종류 편성 심사 배정 집행 및 예산 개혁의 방향 등에 대해여 분석한다

Financial budget is an important tool and the driving force for the maintenance and development of fire service organizations. Success of organization activities is dependent on the procurement and proper management of the budget, necessary to achieve the organization goals. Fire service administration is operated using the budget allocated by the government, and this budget is analyzed based on the nature, type, allocation, evaluation, screening, execution and direction of reform.

방화공학특론 Advanced Fire Protection Engineering

화재의 발생에 대한지식과 화재현상 영향및 검출에 대한이론적 지식을 이해하고 이에따라화재제어 억제및 예방을 위한공 학적 지식을 습득한다

Students will gain an understanding of the theoretical aspects of the phenomenon, effect and detection of fire as well as knowledge regarding the occurrence of fires. Accordingly, students will gain knowledge in the field of engineering to perform fire control, suppression and prevention.

조사방법론 Research Methods

사회과학에서 사용되는 연구방법을 개관하며 가설구성과 검증 연구 설계 개념화와 측정 자료수집 및 자료 분석의 논리 등을 다룬다 Students will overview social science research methods, and particularly discuss configuration and verification the hypothesis, re- search design, conceptualization and measurement, data collection, and the logic of data analysis.

논문작성세미나Preparation

연구 질문의 학문적 가치를 평정하고 쓸 만한 가설을 작성하거나 연구주제를 선정하고 필요한 정보를 습득 분석하고 최종적으로 연구보고서를 작성하여 연구 저널에 게재하거나 학위논문을 심사받는 일련의 과정 등 논문작성에 있어서 필요한 요령과 지식을 체 계적으로 습득한다 이 과목은 학문적 체계성보다는 실제적 논문작성상황에 마주치는 문제들을 극복하거나 해결하는 방법에 대한 경험과 요령을 전수하는데 주안점을 둔다

Students will assess the value of academic research questions, create a hypothesis or research topic, acquire and analyze the informa- tion for scientific study. Students will learn writing the research report or dissertation and publish in the Journal and review thesis examination process. This course is more practical than academic process to overcome the problems encountered in writing article and will propose tips on how to write article.

소방열전달특론 Advanced Fire Heat Transfer

화재시 기체나 액체의 정지 또는 운동에 관한 이론을 학습하고 이를 기초로 열의 관유동 경계층 유동 기체유동 유체계측에 대하 여 다룬다

In the event of fire, a theory of learning about the suspension or movement of a gas or liquid and It deals with the pipe flow, boundary layer flow, gas flow, the fluid measurement this is based.

소방설비특론 Advanced Fire Suppression Facility

소화설비의 구조와 작동원리를 이해하고 소화설비의 설계와 관련된 이론과 실무사항을 산업현장에 적용되도록 강의한다

By understanding the structure and operational principles of fire extinguishing systems, it will learn about the effective methods of fire extinguishing. Focusing on the theory related to the design of fire extinguishing equipment as well as on information practically applicable to industrial sites. this course allows the overall method of construction, installation standard, and design standard to be applicable to actual fire service operation.
