사회과학방법론 Methodology on Social Science

사회현상을 체계적으로 이해 설명 예측하는데 이용되는 과학적 인식논리의 구조와 이론구성의 구조적 논리에 관한 기본지식을 습 득한다 즉 사회현상 연구방법의 과학 철학적 기초를 고찰하고 개념형성 법칙 이론 모형 및 설명의 구성 및 요건 등을 검토하고 사 회과학이론의 구성 또는 비판을 연습함으로써 행정학이론의 개발능력을 배양한다 또한 사회현상연구의 주요 접근법을 비교 검토하 여 최근 사회과학방법론의 흐름을 국내외 학계의 동향과 관련지어 고찰한다

This class deals with the basic tool which is used to analyze, explain and predict social phenomena. Meanwhile, it will provide the practical skills which are necessary to present the research outcomes.

행정이론 Theory of Public Administration

오늘날 행정이란 학문이 하나의 독자적인 영역을 갖게 되는 과정에서 논의되는 주제 즉 행정학의 출현배경 행정학의 내용 행정 의 역사 행정학의 방법론 신행정학 그리고 행정학의 주체성 확립을 위한 향후 과제 등 관심영역과 관련한 주제를 선정하여 기초적 인 차원에서 연구하게 된다

In his subject the graduate students will substantially examine the emergence background, the main contents, the history, the methodology, the new administration of Public Administration. And then they will also study the forth-coming theme concerning about the identity of Public Administration.

예산이론

정부예산의 편성 심의의결 집행 결산 전과정에 걸쳐서 적용되는 다양한 예산이론을 행정학 뿐아니라 재정학 경제학 정치학의 다학문적 기반을 두고 연구 고찰한다

This course is designed to provide a comprehensive understanding of the essential factors of public budget and the political, legal, economic, administrative functions, and overviews of the principles and systems of public budget, and budgetary reforms.

공공갈등론 Public Conflict Theory

사회에는많은 유형의갈등이존재하나여기서의논의대상은 공공갈등에 한정한다 다원 민주주의사회에서는 집단간에 많은 갈등이 예상된다 행정은 공공분야에서 제기되는 많은 집단간 갈등에 효과적으로 대처해야 한다 갈등과 관련된 기초적 이론들을 탐색하 며 갈등의 원인을 중심으로 논의할 것이다

Conflict of many kinds exist in the society, the subject of this discussion, to be limited to conflict public. In a democratic society the polygraph, conflict between groups is expected. Administration will have to deal with effectively to conflict between populations of many of the raised in the public sector. Navigate the basic theory of conflict, to discuss mainly the cause of the conflict.

인사행정세미나Administration

인사행정이론을 이론적 측면과 실제적 측면에서 체계적이고 경험적으로 검토한다 이론적 측면에서는 이론의 구성과 논리의 체계성 을 그리고 경험적 측면에서는 사례를 중심으로 인사행정실제에 대한 타당성을 검토한다 This class will provide the theoretical and practical knowledges related with the management of public personnel. Much of concern will be focused on the case study which has been conducted in the field.

국가재정정책론 Public Finance Policy

역대 국가의 재정정책들을 중심으로 하여 경제학적 정책학적 접근을 통한 분석을 해보고 최근 주요 재정정책들을 보다 심층적으로 분석하여 정부자원의 효율적 배분과 활용을 위한 방안들을 모색하고자 한다

This subject focuses on the governments’ public finance policy in history. Through the political and economic approach, we can find a way for efficient distribution and use in government resources.

공기업관리론 Public Enterprise Management

공기업의 개념규정과 분류 공기업의 조직관리 인사 재무 등에 관하여 이론적으로 분석 연구한다

Identifying the issues and problem solving to contribute to the improvement and development of planning, organization, personnel, finance, and the relation between labor and management for management efficiency of public enterprise.

정보사회와행정세미나 Seminar on Information Society and Public Administration

21세기 정보화사회의 도래에 따른 행정 행정인 그리고 행정기관이 어떤 패러다임을 가지고 변화에 능동적으로 대처하여야 하는가 에 관하여 다양한 주제를 토론을 통하여 선정한 후 이들 주제를 중심으로 세미나를 갖게 된다

The information society has given the newly issues which are totally different from the industrial society to public administration, public servants, public organizations. In this subject such those issues will be dealt among the students, and then through this sub- ject they would be supposed to have the new paradigm for the nations and citizens.

지방정부관리론 Local Government Management Theory

지방정부의 효율적 관리를 위한 여러 방안들 즉 분권화의 논리 리더십 조직설계방안 및 인력관리 그리고 효율성 측정 지표 등에 대 해 고찰한다 나아가서는 광역행정화의 추세에 따른 중앙정부와 지방행정간 그리고 지방정부상호간의 제문제를 고찰하고 광역행정 과 민주주의 원칙으로서의 지방자치문제를 현대적 관점에서 규명한다

everal methods for the effi management of local government, ie, we consider the effi metrics such as the logic of decentral- ization, leadership, and human resource management, and organizational design proposal. In addition, we consider the problems of local government and between between local government and central government in line with the trend of regional administration of, in principle of democracy and regional administration, and elucidation from contemporary point of view the problem of local autonomy to.

관리과학세미나 Seminar on Management Science

행정관리에서 발생하는 각종 의사 결정 문제를 해결하기 위한 최적대안을 발견하기 위하여 문제의 인식 문제의 계량화 해의 도출 의사결정과정 등 일련의 과학적 접근방법을 사용하는데 요구되는 기본적인 OR관련이론 및 기법에 관한 주제를 세미나를 통하여 선정하고 이를 연구 분석한다

The various kinds of decision problems which will surely need the optimal alternative would actually occur in public management. For finding the better solution, some theories and techniques about MS/OR(management science /operations research) have been mainly used. Through this subject the graduate students will have some experience the scientific approach like as the recognition of administrative problems, the quantification of managerial problems, the solution making, and the dicision process.

연구관리평가론 R&D Management and Assessment

연구개발관리 분야가 기여할 수 있는 내용을 대한 이해를 돕고 연구개발관리영역에 관한 연구방법론적인 내용을 소개한다 또한 실 무에 응용할 수 있는 연구개발이론 및 이들 내용을 실무에 적용한 후 평가할 수 있는 관련이론 및 방법을 토론과 세미나를 통하여 학습하게 된다

The subject will be mainly focused on the issues concerning with about research and development management, research methodol- ogy, theory which will give aids to the graduate students. Through some kinds of discussion and seminar in this subject, the students would improve their knowledge and skills of analysis and evaluation about R&D and evaluation.

현대조직론 Modern Organization Theory

조직현상 연구에 관한 개념적 기초 및 최근의 이론과 흐름 그리고 조직현상을 규정하는 결정인자로서의 인간 구조 환경 등을 파악 하여 현실사회와 조직의 관계를 고찰한다 다루는 대상조직은 정부조직 뿐만 아니라 기업 군대 교육 종교 병원 조직 등을 망라한다

Grasping man as determinant for defining the organizational phenomenon and flow, and the theory and the latest conceptual basis for the study of organizational phenomenon, structure, the environment, etc., we consider the relationship between the organization and the real world. Target organizations that deal, which covers not only government agencies, corporations, military, education, religion, and hospital organization.

기획론세미나 Seminar on Planning Theory

기획은 미래지향적인 의사결정과정이다 기획은 변화의 대상을 선정하고 변화의 목적 및 방법을 의식적이고 합리적으로 설계하는 활동이다 따라서 기회이론에는 가치문제 즉 변화의 방향과 목적까지도 포함되어야 한다 본 강좌는 전일적이고 체계적인 접근을 하 는 신기획론의 관점에서 기획에 관한 이론과 절차 및 기법 등을 취급한다

Planning is the future-oriented decision-making process. Planning is the conscious and rational activities that designs the purpose and method of change on selected objects. Planning theory has to deal with the values, and the direction and purpose of changes. On the new planning that is wholistic and systemic, theories, procedures and techniques of planning are examined.

정책논쟁세미나 Seminar on Policy Argumentation

실제의 정책과정은특정 쟁점을 둘러싸고 벌어지는 다양한 관련 집단들 사이의 찬반 토론과정즉 논쟁을 통한 대립과 갈등의 조정 과 수렴 과정으로볼 수 있다본 강좌는이러한정책논쟁의 구조차원 그리고논리 등을 검토하고논쟁에서제기된대립된주장의 신뢰성을 합리적으로 평가할 수 있는 방법을 다룬다

The practical policy process is the debates on policy issues among the various policy-relevant groups. The structures, levels and logics of policy argumentation are discussed. And methods of evaluating plausibility of policy claims are examined.

행정개혁론

사회환경의 변화와 더불어 행정은 달라져야 한다 행정이 어떻게 변화해야 하는가를 논의하기 위해서는 사회 환경 변화에 대한 진 단 혹은 예측이 있어야 한다 변화의 핵심은 정보화 세계화 지방화로 요약할 수 있으며 행정은 이러한 변화를 수용할 수 있도록 변 화되어야한다행정개혁과 관련한이론적논의와먼저 경험한선진국들의 행정개혁사례들을바탕으로한국행정이 어떻게변화되 어야 하는지를 논의할 것이다

Administration must change and changes in the social environment. To discuss how the administration would change, and predict- ing the diagnosis of changes in the social environment is required. The core of the change, it is possible to summarize information technology, globalization, localization, Government must change to accommodate these changes. Based on the theoretical discus- sion about administrative reform, the case of administrative reform in developed countries who have experienced first, to discuss how South Korea administration would change.

한국행정론Administration

고전과 각 분야에 걸친 많은 논문들을 통해서 한국행정의 정체성identity)을탐색해 본다 더불어 행정이론과 한국 현실과의 접목을 통해서 한국행정이 이론화를 시도해 본다

This course will examine the Korean administration phenomena synthetically. The most important issues are (1)the history of Ko- rean bureaucracy, (2)administrative culture, and (3)the study of public administration in Korea

행정학연구방법론 Research Method Public Administration

고전과 각 분야에 걸친 많은 논문들을 통해서 한국행정의 정체성identity)을탐색해 본다 더불어 행정이론과 한국 현실과의 접목을 통해서 한국행정이 이론화를 시도해 본다

This class will go into the underneath of identity developed in Korean public administration. The critical elements found in the tradition of administration will be theorized as a grand theory which can be applied in the explanation of the current status of Korean administration.

행정문화론 Public Administration Culture

행정문화론은 행정조직 내외에서 조직성원들의 행태에 중요한 영향을 미치는 문화를 유형별로 구분하여 이해하고 이러한 문화적 요인들의 생성 발전 쇠퇴의 Life cycle을고찰하는데 목적을 둔다 이러한 과정에서 본 강좌는 특히 기능적 측면에서 초점을 맞추 어 문화의 역기능과 순기능을 종합적으로 분석하고 문화가 조직의 역동성에 기여할 수 있는 방안에 관하여 심층적으로 논의한다

This class will deal with the organizational culture developed in Korean public administration. A focus will be placed on the exami- nation of cultural life cycle. Such issues as how does it start, how does it take roots, how does it spread, and how does it decline are the targets toward which students move forward during the semester.

사회과학논문작성법

본 강좌는 석․박사 과정의 학생들이 학위논문을 작성하는데 필요한 기법을 중점적으로 다루게 될 것이다 물론 논문을 기술하는 데 에는 여러 방법이 있을 수 있지만 이러한 방법들도 사회과학도들간합의된 원칙을 준수할 때에만 수용될 수 있기 때문이다 학생들은 Haward Becker가 제시한 실습법을 통하여 기법들을 연마할 수 있도록 지도될 것이다

This class will teach the skills needed for writing theses or dissertations of graduate students. Study focus will be placed on the learning of rules and regulations circulating in the field of social science. The skills suggested by Hawad Becker will be taught, while students write articles by themselves.

지방정부예산론 Budgeting Theory of Local Goverment

정부예산과정에 있어서 지방정부 고유의 특성으로 인해 나타나는 문제점들을 중심으로 접근하여 지방정부에서 예산을 편성하고 운 영하는 과정에서 나타난 다양한 사례중심으로 고찰해보고자 한다

This subject consider the problems in the process of local government’s budgeting caused by the innate property itself. With the case study, the process to make a budget and manage a budget can be studied.

행정행태론 Administrative Behavior

행정에있어서관리기술이 아닌 조직내개인간행태즉 행정행태를 경험적조사방법을 통해 분석하는것으로행정인의사회적심 리적 동기에 대한 연구로까지 확대시킨다

This class will delve into the logics related with the human behaviors found in the public organizations. Special attention will be given to the understanding of social and psychological factors, while analyzing multiple factors motivating administrative behaviors.

전자정부론Practice on Electronic Government

정부업무의 합리화와 효율화를 통한 정부업무의 생산성을 향상하고 정부업무의 투명성을 통한 민주정부의 구현을 위하여 정부사회 에서 요구되는 전자정부와 관련된 제반 내용 즉 정보와 시스템 정보사회론 지식관리와 행정 정보보호론 그리고 전자정부 구현을 위한 사무관리 등에 관하여 학습하게 된다

In this subject of Electronic Government, information and system, the theory of information society, knowledge management and public administration, protection of information, and office management for implementing e_Gov will be synthetically examined. The research about such issues should be absolutely necessary to the public servants in order to develop the productivity and effi- ciency of public affairs in the information society.

문화행정론 Culture Administration Theory

문화행정은 국가도시정부가 공권력에 기초하여 문화와 관련한 공공문제를 해결하는 과정을 의미한다 따라서 정부는 정통적 문화 연구를 벗어나 새로운 문화 분야에 대한 관심이요구된다 이러한분야로는 문화경제 문화산업 문화정책이나 행정 등의 범위가 포함될 것이다 따라서 이 과목에서는 문화를 주체로 하여 전통적인 행정과정과 관련하여 논의가 전개될 것이다

Cultural administration refers to the process of country (city government) on the basis of the public authority, to solve the problem of the public associated with the culture. For this reason, emerged from the study of orthodox culture, interest in the new field of culture is required government. In these fields, the range of cultural and administrative, economic, cultural industries, and cultural policy are included. Therefore, in this course, it is mainly composed of culture, discussion will be deployed in conjunction with conventional administration process.

뉴거버넌스이론

거버넌스 이론은 20세기말 정보화 세계화가 급속하게 진행되면서 등장하게 된 사회과학분야의 새로운 패러다임으로서 공동체 운 영의 새로운 체계 제도 메카니즘 및 운영양식을 다룬다 주 내용은 거버넌스의 개념과 이론의 전개 뉴 거버넌스와 정부의 역할 한 국사회의 뉴 거버넌스의 내용과 주요 이슈 등이 포함된다

In this subject new system, institution, mechanism and management method of community as a new paradigm of social science which emerged in the late 20 century will be researched. The main contents of this subject will substantially be the concepts, theory of governance, the relation between governance and government, and the items of new governance and key issues in Korean society.

PR의 기본 개념과 기능 역할을 보다 심도 있게 다룬다 또한 미디어를 통한 PR에 중점을 두어 공공기관의 PR문제를 사례를 중심 으로 분석한다

Function and basic concepts of PR, dealing in more detail the role. In addition, the analysis mainly from case study of PR of public institutions with an emphasis on PR it through the media.

In this subject the systemic management of data and information which will be necessary in order to suggest the solution for the complete meeting of the domestic and overseas problems will be synthetically examined through seminars and discussion. 정보정책론세미나 Seminar on Information Policy

고도정보사회에 조직이 능동적으로 대처하기 위해서 필연적으로 요구되어 지는 정보를 조직이 어떠한 방법과 전략으로 수집 분석 평가하여야 하는지에 관해 중점적으로 다루어지게 된다 또한 이를 체계적으로 유지하기 위하여 정부에게는 정부의 정책유형 및 의 사결정유형이 요구되는지를 학습하게 된다

In this subject the graduate students will study the some research methodology and theories which are the essential items in the high-tech information society. And also the students will have to examine the theory and methodology how to make policy making and decision making which will be needed for the positive behavior in the high-tech information society.

정책분석평가론 The Analysis and Evaluation of Public Policy

정책분석과 평가는 바람직한 정책을 탐색 개발 선택 그리고 평가하기 위하여 이성과 논거를 활용하는 접근방법이다 따라서 본 강좌 는 정책의 형성 집행 평가의 정책과정에서 정책결정자의 판단의 근거를 질적으로 향상시키기 위하여 필요한 적합한 정보를 생성하 고 조직화하여 정책결정자에게 제공하는 합리적이고 체계적인 방법 또는 기술을 취급한다

지역정보화세미나 Seminar on Regional Information

지역정보화 과정에서 필요로 하는 자료 및 정보의 체계적인 관리 분석 등과 관련된 이론들을 세미나를 통하여 연구하게 된다 또한 지방정부 운영 시 필요로 하는 시스템의 구축과 관련한 내용기획 분석 설계 실행 및 평가에 관하여도 연구하게 된다

In this subject the systemic management of data and information which will be necessary to the civic servants in order to suggest the solution for the complete meeting of the regional problems will be synthetically examined through seminars and discussion. And the items which will be concerned with the regional informatization such as planning, analysis, design, implementation and evaluation of information system will be discussed as well.

정부혁신론 Innovation in Public Sectors

신자유주의적인 시장원리 및 참여와 협치를 강조하는 세계화 정보화 그리고 지방화 추세는 기존 행정시스템의 근본적인 변화를 필요로 하게 되었다 많은 선진국에서는 전자정부의 구현과 더불어 다양한 효율성 제고 경영기법을 활용함으로써 정부신뢰를 제고시키기 위한 목적으로 정부혁신을 추진해오고  있다 본 강좌에서는 정부혁신의 이론적 논의 및 세계적 흐름을 조망하고 분야별 개혁 내용을 검토하기 위하여 어원 추진주체 추진대상 과정적 특성 그리고 가치지향성을 다루게 될 것이다 아울러 사례분석을 통해 행정실무에 대한 시사점을 구하게 될 것이다

In this subject the theoretical issues and the world trend of the revolution will be firstly discussed. And then the terminology, the promoting main group, the characteristic of the process, and the orientation of the value which the civic servants have will be examined through the case study. Most of the such discussion and research will supposedly give the meaningful implication to the students who work for the citizens, and they will essentially have the critical changes in their mind which will be actually necessary in order to cope with the innovative trends of globalization, informatization, regionalization that are focused on the new principle of the liberal market, participation, and governance.

행정계량분석세미나 Seminar for Quantitative Methods Applied in Public Administration

행정계량분석은 사회현상을 분석하고 이해하는데 필요한 이론적 정서적 기반을 조성하는데 목적을 둔다 이론적 기반조성을 위해 서는 계량분선의 각 기법에 필수적인 논리적 틀을 학습한다 경험적 기반조성을 위해서는 통계 package 운용방법과 통계해독방법 을 배운다

This class will deal with the basics necessary for understanding social phenomena. Much attention will be directed toward the learning of logical frameworks lying behind the statistical techniques. Students will learn the skills needed for running statistical packages and reading the outcomes.
